Modern waste-to-energy facilities are a reliable and environmentally safe way to dispose of large amounts of non-recyclable waste while recovering energy and ferrous metals.

The Authority has developed three waste-to-energy facilities – The Southwest Resource Recovery Facility (BRESCO), the Harford Waste-to-Energy Facility, and the Montgomery County Resource Recovery Facility.

The Authority’s role for the BRESCO facility is to manage the contracts with the operator. Baltimore City has a waste disposal agreement with the Authority for disposal at BRESCO.

In Montgomery County, the Authority owns the facility. In addition to managing the operating contract, the Authority is responsible for tax compliance issues, direct invoicing and permitting.

The Harford Waste-to-Energy Facility closed in March of 2016.
